Explain this supplication

We are those who return and repent and obey God, perform prostrate, praise God, and God has made truth (fulfill) his promise and helped his servant and defeated the armies of the enemy alone

Oh God, you are the Lord of the seven heavens and all the things under these heavens and the seven planets and whatever this and Satan, who misled him and everyone who misled him and for the wind and all that struck them.
